Is It One Fixture or the Whole House?

The first question to answer is whether low pressure is isolated to a single fixture or affecting the entire home. The answer points to completely different causes.

Low Pressure at One Fixture

If the pressure is only weak at one faucet or showerhead, the problem is almost always at or near that fixture. In Fontana’s hard water environment, mineral scale is the most common culprit — calcium deposits clog the small openings in aerators and showerhead nozzles, restricting flow. Unscrewing the aerator or showerhead and soaking it in white vinegar overnight often restores full pressure. If cleaning doesn’t help, the fixture’s internal cartridge or valve may need replacement.

Whole-house low pressure is a different problem entirely and has several possible causes worth working through systematically.

Common Causes of Whole-House Low Pressure

Partially Closed Main Shutoff or PRV

Before assuming the worst, check that your main shutoff valve — located where the water line enters the house — is fully open. A valve that was closed for repairs and not fully reopened is a surprisingly common source of low pressure. Also check the pressure reducing valve (PRV), a bell-shaped device typically located on the main line near the shutoff. PRVs are set to regulate incoming municipal pressure to a safe range (typically 50–70 psi) and can fail or drift out of adjustment over time. A faulty PRV is one of the most common causes of sudden or gradual whole-house pressure loss.

Scale Buildup Inside Galvanized Pipes

This is the most common cause of gradually worsening whole-house pressure in older Fontana homes. Galvanized steel pipes corrode from the inside out, and the corrosion — combined with mineral scale from the Inland Empire’s hard water — progressively narrows the interior diameter of the pipes over years and decades. The result is pressure that has slowly declined to the point where it’s noticeably weak throughout the house.

There’s no good way to clean galvanized pipes from the inside once scale has built up significantly. If this is the cause, whole-house repiping is the right long-term solution.

A Hidden Leak

A significant leak somewhere in the supply system — in the walls, under the slab, or in the main line from the street — can bleed enough pressure to affect the whole house. If low pressure appeared suddenly rather than gradually, a hidden leak should be near the top of the list. Check your water meter with all fixtures off — if it’s still moving, you have a leak somewhere in the system.

Failing Pressure Reducing Valve

PRVs typically last 10–15 years. An aging PRV that’s stuck in a partially closed position or has a failed spring can drop your home’s pressure significantly. Replacement is straightforward — a new PRV, properly set, often restores pressure immediately.

Municipal Supply Issue

Occasionally, low pressure is a municipal water supply problem rather than anything inside your home. Check with neighbors to see if they’re experiencing the same issue, or contact your local water provider. If the problem is only at your property, it’s almost certainly on your side of the meter.
